Is it acceptable that the land industry can increase their emissions?

Land industry does not increase the quantities of their emissions if a credit based scheme commences. By participating in a credit based trading scheme land industry is given the possibility to comply with the current environmental regulations not only through in-house abatement but also by purchasing emission some reductions from other (neighbouring) installations within a market mechanism. In the beginning for the calendar year, each installation is given a number of ‘permits’, which quantify the permission to emit a certain gas in tons. Exceeding the permits is followed by penalty.
